When talking about such widely used and abused (and forbidden) SEO technique as cloaking, Google’s official definition seems a bit fuzzy / general: Cloaking refers to the practice of presenting different content or URLs to users and search engines. Serving up different results based on user agent may cause your site to be perceived as deceptive and removed from the Google index. and : If the file that Googlebot sees is not identical to the file that a typical user sees, then you’re in a high-risk category… So what’s exactly cloaking? Sheryl Sandberg, the Vice President of Global Online Sales &  at Google for six years, has deflected to Facebook where she will serve as their new Chief Operating Officer.  Facebook announced the move today, and Sandberg will officially join the Facebook team just after Easter on March 24, 2008. Google Tests Search Box within Search Results

Both Search Engine Land and TechCrunch are reporting that Google search results page are showing additional search boxes within search results. The search box usually appears if you search for big sites comprised of networks of microsites. If you enter a search term into the search box, Google crawls the sites microsites and display the search results.
