USA Today reports that many states have continued selling scratch-off jackpot tickets long after the top prizes emblazoned all over the tickets have already been awarded.  A law professor in Virginia is filing a class action suit claiming the state sold more than $20 million worth of such tickets per year for at least three years. The states claim that the practice isn’t fraudulent because smaller prizes are still available, and because lottery players can check the back of tickets (after they’ve already bought them) and websites for disclaimers and lists of prizes already claimed.  Despite that weak defense, several states, including Virginia, have since discontinued the practice. Virginia, by the way, has killed two of its citizens in police actions aimed at protecting residents of the Old Dominion from losing their money while gambling privately.  Because those shady black market bookies might take your money under false pretenses.

This is the last truly huge primary day of the year, with four states voting for presidential nominees and two of them hosting hotly-contested House primaries: Dennis Kucinich’s race in Ohio and Ron Paul’s race in Texas. Both of them will win. Sources in Paul’s campaign were tight-lipped, but they expect to know they’ve won within 30 minutes of the polls closing. Also, they expect Republican turnout to be high despite GOP voters dabbling in the Clinton-Obama race. What ab... more

If you, like me, were wondering how support for the D.C. gun ban can be reconciled with the belief that the Second Amendment protects an individual right to arms, you might want to check out Harvard law professor Laurence Tribe’s op-ed piece in today’s Wall Street Journal. Tribe, who switched to the individual-right view of the Second Amendment several years ago, nevertheless urges the Supreme Court to uphold the D.C. law when it considers the case later this month. He says... more

Wikileaks, the website that was "shut down" by a federal court last month because it carried confidential bank documents, is back up under its plain-English address now that U.S. District Judge Jeffrey White has rescinded his injunction. Even when the order was in force, Wikileaks, which is dedicated to publicizing evidence of government and corporate wrongdoing, was accessible under its numerical address and at various mirror sites. But civil libertarians were dismayed by Ju... more
